These are the current facts:
- I contacted the City of Marshalltown, IA, City Administrator’s office via phone on 24 AUG 2026 at approximately 1627 local time. She searched her email for correspondence from the Iowa Office of Civil Rights related to my complaint and reported finding nothing. At the same time, her verbal communications indicated and suggested no previous knowledge of receiving correspondence from the Iowa Office of Civil Rights (interpretation).
- On 25 AUG 2026, City of Marshalltown, IA, Administrator Webb reported she had received correspondence related to my complaint that was dated 19 AUG 2026 (CP#86390).
- As of this moment, I have still heard nothing from the Iowa Office of Civil Rights providing evidence of its proper handling of this complaint.
Iowa Open Records Request
- I am respectfully requesting the Iowa Office of Civil Rights provide copies of any receipts or documentation showing the date correspondence related to my complaint was sent to the City of Marshalltown, IA.
- I respectfully request all electronic mail and attachments sent to or received from marshalltown-ia.gov from 31 JUL 2026 at 12:01 a.m. through 25 AUG 2026 at 11:59 p.m.
The fact as supported by the evidence that I am being provided more information regarding my current civil rights complaint from the respondent than from the Iowa Office of Civil Rights itself is rather alarming to me. However, given the historical evidence of the Iowa Office of Civil Rights’ conduct (specifically Kaitlin Smith), strangely, it is still completely within historical norms.

Cipher Hunter: “You got it. Sign a lease within 30 minutes of the United States District Court for the Southern District of Iowa via DART and begin filing every court document we’ve got.”
